Designed and built to fulfill an air observation post (AOP) role, the M38 suffered from having been built prior to authority being granted. Few were ordered (21) and then relegated to a VIP transport role in spite of its superior flight and handling characteristics. Field Marshall Montgomery and RAF Marshall Lord Tedder were among the VIPs assigned personal M38s.
